Spring is in the air, and with council elections underway, it’s a time to turn our minds to refreshing and renewing your council’s strategic direction. Whether it is a 180-degree turn, a minor course correction or continued smooth sailing, each Council will be faced with adopting a new suite of strategic documents: a Council Plan, Longer Term Financial Plan, Asset Plan, Revenue and Rating Plan and Workforce Plan.

Belinda JohnsonCFO, Horsham Rural City Council
Belinda is the Chief Financial Officer at Horsham Rural City Council. Her career has spanned 40 years with most of this time in the corporate service areas, she also has substantial experience in all aspects of local government services.
She has a keen interest in ensuring finance staff continue to adapt and develop new skills to support their ever changing organisations and has a keen interest in knowledge and resource sharing throughout the sector.
Belinda is a member of the FinPro Executive Team and facilitates the annual FinPro Financial Management and Leadership Skills program.

Tony RoccaDirector / CFO Maroondah City Council
Tony is responsible for Cyber and Technology, Finance and Commercial Services, and Governance and Performance service areas.
Tony joined Maroondah City Council in 2016, as the Manager Finance and Governance and has over 11 years experience in Local Government, including with Frankston City Council. He brings experience in Internal Audit, Financial Audit and Continuous Improvement across the Victorian Government and Private Sector.
Tony is driven by a commitment to best practice principles and a passion for achieving superior community outcomes. He consistently strives to deliver high-quality internal services to help bolster the wider organisation.
Tony’s tertiary qualifications include a Bachelor of Business and Commerce majoring in Accounting and Economics, and a Post Graduate Diploma in Property and Valuation. Tony is a Member of the Institute of Chartered Accountants and is the Vice President of the Local Government Finance Professionals Association (FinPro).

John BrockwayCFO, City of Yarra
John Brockway is the CFO at City of Yarra and also an Executive member of FinPro. Previously, John was Manager Financial Services at Warrnambool City Council, he has 30 years’ experience in senior accounting roles in the Commercial, State Government, and Local Government sectors, specialising in the transport, health, and waste industries.
Having worked in fast-paced industries, John is proficient with budgeting and management reporting, and is passionate about mentoring, coaching, and advocating for the Local Government sector. John led the FinPro team that implemented the first rating and revenue plan in conjunction with LGV.
