The Local Government Sector continues to evolve as challenges and changes are being placed upon it.
Our panel of three CEO’s will discuss the challenges and changes their Councils have experienced, and continue to experience, and listen as they share their vision for LG.

Danny WainChief Financial Officer, Monash City Council
Danny is the Chief Financial Officer (CFO) at Monash City Council and is an Executive member and Past President of FinPro. In his various Local Government roles, he has played an integral part in presenting responsible fiscal management and has prepared many budgets based on sound long-term financial policy.

Lucy RoffeyCEO, Central Goldfields Shire
Lucy Roffey is an executive leader, with financial and corporate skills combined with public, private and community expertise. She has demonstrated success in bringing strategy, leadership and transformation to organisations.
She is a Fellow of the Chartered Accountants Australia and New Zealand recently receiving recognition for 25 years in the profession and is a member of the Australian Institute of Company Directors.
Her current roles and appointments include CEO of Central Goldfields Shire Council, Chair of Coliban Water and Public Sector Panel Member for the Chartered Accountants Australia and New Zealand.
Prior to working in Local Government, Lucy was a senior executive at the Australian Centre of the Moving Image, and worked in senior finance roles in the film industry in Australia and the UK.
Her move to the Local Government sector in 2009 in a small rural setting was inspired by her experience of living in a close knit community in Canada, her love of the outdoors and the opportunities for her family to grow up in the country.
Lucy Roffey commenced as Central Goldfields Shire Chief Executive Officer on Monday 5 March 2018.

Graeme EmonsonAdministrator, Moira Shire Council
Graeme Emonson was appointed to the Panel of Administrators at Moira Shire Council in June 2023. He has been appointed to this role is until late 2028.
Prior to this, Graeme was Deputy Secretary, Corporate Services at the Department of Energy, Environment and Climate Action. In this role, he was responsible for the delivery of people and culture, finance, strategy, performance, legal and governance services, information services and digital and customer communications, including the department’s customer contact centre.
Graeme was previously the Executive Director Local Government Victoria, a role he held since joining DELWP in February 2016. Prior to joining state government, Graeme was Chief Executive Officer (CEO) at Knox City Council for 14 years, having also previously served as CEO of Wangaratta Rural City Council and Southern Grampians Shire Council.
Graeme is also the Independent Chair of Melbourne City Council’s CEO Employment Matters Committee, and Independent Member of the Municipal Association of Victoria’s CEO Employment and Remuneration Committee.
Graeme has a strong interest in leadership, organisational effectiveness and governance. He has a PhD in Leadership, a Master of Business (Public Sector Management) and a Bachelor of Business.
He is a Victorian Fellow and Board Member of the Institute of Public Administration Australia (Victoria), member of the International City and County Managers’ Association, a Fellow of Local Government Professionals (LGPro) and has been awarded a Public Service Medal for his exemplary leadership with the local government sector in Victoria.

Noelene DuffChair of the Panel of Administrators, City of Casey
Noelene Duff is a recognised leader with decades of experience with the governance and management of large and complex organizations.
Noelene is currently Chair of the Panel of Administrators for the City of Casey, a growth council in Melbourne’s south eastern suburbs, appointed by the Minister for Local Government following the dismissal of the Council for alleged corruption.
Prior to this, she was Chief Executive Officer of the City of Whitehorse, a city central to the management of Melbourne’s suburban population growth.As an executive and board member of state, national and international bodies, she has developed a sophisticated understanding of long term strategic planning, the key fundamentals of governance, fiduciary responsibility, audit, regulation and compliance, risk management and digital strategy required in high performing organisations that value and display good governance.
As well as her commitment to the City of Casey, Noelene is currently a Sessional Member on Planning Panels Victoria and a member of the Priority Projects Standing Advisory Committee.
In recognition of her enduring leadership in the local government sector and for the promotion of women, she was awarded a Public Service Medal in the 2020 Australia Day Honours. She has also been recognized by the Victorian Planning and Environmental Law Association (VPELA) in 2019 with the Paul Jerome Award for outstanding public service.
