Managing the custodianship of public assets

Councils have  the primary role of being the custodians of public assets.  This session will cover the integral elements of Strategic Asset Management 101, drawing on the relationship between services,  finance and engineering.   In an era where an average council manages assets of $1B, getting consumed at circa $30M pa, the finance professional has an opportunity to enable prudent spend of scarce funds to take into account future service levels.

Ashay will provide a global perspective on approaches to asset management and address why a shift from simply considering depreciation is now important for our community .

David will draw on the practical issues faced ‘working in the business’ looking at the critical inter-relationships that exist between services and assets, and the important role of community in informing  infrastructure needs.

The session will also consider how to bring the LTFP in sync with renewal requirements, future demographic demand and climate change in the context of planning for sustainability.

    Ashay spends a vast majority of his time globally delivering masterclasses and
    workshops on Strategic Asset Management – including the use of strategic asset
    modelling and budget games to help mitigate bias in Long Term Financial Plans. He
    continues to serve as a GFOA International Advisor, helping bridge global insights in
    fiscal and asset strategy.

    David Semmens is the Manager Infrastructure Services Planning at Wyndham City, where he leads Strategic Asset Management and the Enterprise Project Management Office.

    With over 15 years of experience in Local government, David has worked in various areas including community service delivery, sport and recreation, facilities management and open space maintenance.

    Wyndham City is home to the fastest growing population of any local government in Australia, and David is committed to ensuring that the city’s infrastructure and services keep pace with this growth.

    David is a Graduate of the Australian Institute of Company Directors, and has expertise in service and asset planning for local government infrastructure. He is passionate about making the best decisions possible today, in order to avoid burdening future generations.
